What Belgium Actually Changes About Solar Design Software

Two federal technical documents. Synergrid, the federation of Belgian network operators, publishes prescription C10/11 covering the parallel operation of decentralised production units with the distribution network. It sets protection, disconnection, and inverter compliance requirements. Separately, the AREI, known as the RGIE in French, governs electrical installations generally. An installation is verified by an accredited inspection body before energisation. Neither document is templated in any international design platform.

Three regional economies. Flanders, served by Fluvius, moved to digital meters and away from the spinning-meter arrangement, and introduced a capacity component in the network tariff based on monthly peak draw. Wallonia, served principally by ORES and RESA, applies its own prosumer tariff arrangement. Brussels, served by Sibelga, has operated a green certificate scheme. A design that pays back well in one region may not in another, on identical hardware.

Capacity tariff changes the design. Where the network tariff includes a capacity component keyed to peak demand, reducing peak draw has value independent of energy saved. That strengthens the case for storage and for load management, and it means the design conversation extends beyond the array.

Self-consumption became the point. With the spinning-meter benefit gone in Flanders, exported energy is worth far less than consumed energy. Array sizing follows consumption rather than roof area, and hourly modelling becomes necessary rather than optional.

Inverter listing matters. C10/11 compliance for the inverter and its protection functions has to be confirmed. Equipment libraries in international tools are populated for other markets, and an unlisted unit creates a problem at inspection rather than at design.

What a Belgian Design Package Has to Contain

  1. Layout with module positions, orientation, and roof attachment detail.
  2. Single-line diagram with protection and disconnection arrangements meeting Synergrid C10/11.
  3. Inverter compliance evidence confirming the unit and its protection functions are acceptable under C10/11.
  4. Installation documentation consistent with AREI/RGIE requirements for inspection by an accredited body.
  5. Grid operator notification to the relevant distribution operator, Fluvius, ORES, RESA, or Sibelga.
  6. Self-consumption modelling hourly, with the regional tariff arrangement applied.

What Most Belgian Installers Get Wrong

They carry one economic model across all three regions.

A team based in Flanders that starts taking work in Wallonia or Brussels frequently applies the Flemish tariff logic to a customer under a different regional arrangement. The technical design is fine, the payback figure is not, and the customer finds out from their first annual settlement. The fix is to hold three financial templates and pick by the customer’s distribution operator, not by proximity to the office.

The second mistake is ignoring the capacity component of the Flemish network tariff. Where peak draw is charged, a battery or a load-shifting strategy can be worth more than additional panels, and a design conversation that only discusses array size misses it.
