Southeast Asia is not one solar market. Each country runs its own procurement route, grid code and ownership rules. A design that wins a Malaysian tender can be the wrong design for a Vietnamese factory roof.

Quick answer. Solar engineering in Southeast Asia follows the procurement route. Vietnam’s Decree 57/2025 sets direct power purchase rules, with a 10 MW minimum for grid-connected supply. The Philippines awards capacity through green energy auctions. Malaysia tenders utility solar through its Large Scale Solar (LSS) programme. Each route sets different size bands, deadlines and design deliverables.

The route decides the deliverable. A tender needs a bankable bid file fast. A DPPA needs a load-matched design that the buyer’s finance team can trust.

Vietnam: DPPAs and Rooftop Export Limits

Vietnam issued Decree 57/2025 on 3 March 2025. It sets rules for direct power purchase between renewable generators and large consumers, and it replaced Decree 80/2024, according to Norton Rose Fulbright (2025).

The decree has two models: a private wire and supply through the national grid. Grid-connected DPPA generators must be at least 10 MW, per Vietnam Briefing (2025).

Self-consumption rooftop solar falls under Decree 58/2025, issued the same day. As first issued, surplus sold to the state utility EVN was capped at 20% of actual output. Later amendments were reported to raise that cap to 50%, but confirm the amending decree’s text before you size a system around it.

What this changes in the design:

  • Size to the load. With an export cap, oversizing wastes energy. Use interval load data, not monthly bills.
  • Model curtailment. Show the expected exported share and any curtailment in the yield report.
  • Choose the model early. A private wire changes the SLD, protection and metering compared with a grid-supplied DPPA.

Philippines: Green Energy Auctions

The Department of Energy (DOE) runs the Green Energy Auction programme. GEA-4 was held on 2 September 2025. It awarded 10,195 MW across 123 projects, according to PV Tech (2025).

GEA-4 was the first Philippine auction to include battery storage with renewables. Winning projects are scheduled to come online between 2026 and 2029.

What this changes in the design:

  • Floating solar needs its own engineering. Anchoring and mooring design and float layout differ from ground mounts. Our floating solar design guide covers the method.

  • Typhoons drive structure. Wind loads must use the local structural code for the site. Do not reuse a design from a lower-wind market.

Malaysia: Large Scale Solar Tenders

The Energy Commission opened LSS5 in April 2024, targeting 2,000 MWac. It split capacity into four packages, according to Skrine (2024).

A follow-on tender, LSS Petra 5+, opened in January 2025, also targeting 2,000 MW. Check the Energy Commission’s current request for proposal before you bid, because package rules change between rounds.

What this changes in the design: the package band fixes your plant size range. Size the layout, inverter count and substation to sit inside the band with margin.

Most of these risks show up first in the yield report. A bankable PVsyst report should state each assumption, its source and its effect on P90 yield.

  1. Confirm the procurement route and its current rule text.
  2. Lock the size band or minimum capacity that applies.
  3. Get site irradiance from two meteo sources and compare them.
  4. Run a yield model with documented losses and uncertainty.
  5. Prepare a preliminary layout and SLD.
  6. Check wind and geotechnical inputs for the site.

Can a Vietnamese factory sell rooftop power to a neighbour?

Decree 57/2025 allows rooftop systems to sell through DPPAs to eligible large consumers. Check buyer eligibility rules, including the consumption threshold, with counsel.

Is floating solar bankable in Southeast Asia?

Both GEA-4 and LSS5 include floating solar categories, so governments are procuring it at scale. Bankability still depends on the site-specific anchoring and yield file.

Do these markets use IEC standards?

IEC standards are widely referenced for modules, inverters and system testing. Always confirm the national grid code and any local standard that applies.
