A UAE solar design that copies an Indian or European template usually fails in one of three places. It cites the wrong emirate’s grid rules. It uses a module temperature assumption that is far too mild. Or it folds dust into a single loss figure nobody can defend later. Each of these is an engineering problem, not a software problem.
Quick answer. UAE solar engineering starts with the emirate. Dubai projects follow DEWA’s Shams Dubai standards and connection guidelines. Abu Dhabi projects follow the Department of Energy’s small-scale solar netting regulation. Then the design basis must handle cell temperatures well above STC and soiling rates that vary tenfold between studies. A bankable yield report states each loss separately, with its source.

Which authority governs UAE solar engineering in each emirate?
Each emirate’s utility sets its own connection rules. Start every project by confirming which one applies.

Abu Dhabi’s Regulation and Supervision Bureau, since folded into the Department of Energy, introduced net metering for small-scale solar systems up to 5 MW, as reported by PV Tech (2016).
We did not find public technical standards for Sharjah or the northern emirates detailed enough to cite. Ask the utility for its current requirements in writing before design.
What design inputs change in UAE heat?
Temperature is the loss that most proposals understate. Module ratings are at Standard Test Conditions (STC), with a 25°C cell. A UAE rooftop in summer runs far hotter than that.
The power loss follows the module’s temperature coefficient of Pmax, printed on the datasheet. Here is the arithmetic for an illustrative case.

Use your actual module’s coefficient and a cell temperature model from your simulation tool. The point is the size of the effect. A spread of a few tenths of a percent per degree between modules matters here more than in a mild climate.
Heat also reaches the electrical side:
- Cable ampacity. Apply derating for high ambient and conduit on hot roofs.
- Inverter output. Check the datasheet derating curve at your design ambient. Many inverters reduce output above a stated temperature.
- Ventilation. Locate inverters out of direct sun, with clearance for airflow.
- String voltage. Calculate maximum Voc at the lowest expected site temperature, as in any climate.
How much does dust cost a UAE solar plant?
More than a single default figure suggests, and with wide spread. A 2019 study in Sharjah found soiling losses rose by 12.7% as dust density rose by 5.44 g/m² over about five months. Power fell by about 1.7% per g/m² of dust, per the study in Renewable Energy (2019).
Next door in Qatar, researchers reported an average soiling rate of 0.49% per day for fixed-tilt modules. That is about 13% in a month without rain or cleaning, according to PV Tech.
Two credible numbers, very different results. The rate depends on tilt, dew, wind, nearby construction and season. So a soiling loss assumption copied from another site is a guess.
How should soiling appear in the design?
Tie it to a cleaning plan. A soiling figure means nothing without the cleaning frequency it assumes.
- State the soiling rate you used and where it came from.
- State the cleaning interval that keeps average loss at that level.
- Check the layout allows that cleaning. Rows packed too tightly for crews or robots will be cleaned less often.
- Price the cleaning in the O&M budget, so the owner sees the cost of the assumption.

What makes a UAE yield report bankable?
A lender’s technical adviser checks whether each assumption is traceable. A conservative assumption with a named source is easier to defend than an optimistic one without.

The soiling and shading split matters most in the Gulf. If output falls short, separate lines show whether the cause was cleaning or geometry. A combined figure leaves the dispute unresolved.
How do roof structures change the engineering?
Many UAE C&I rooftops are lightweight metal sheds. These need a structural check of the existing roof, not only the mounting system. Wind uplift, purlin capacity and fixing pull-out all need calculation.

What should a UAE engineering package contain?
A package that survives utility review and lender review usually holds:
- Confirmed authority, utility and enrolled or approved submitting party.
- Load data and a capacity basis that follows the utility’s rules.
- Equipment checked against the utility’s eligible list.
- Single-line diagram, layout, string schedule and cable calculations at design ambient.
- Structural assessment of the roof or foundation.
- Yield report with separate loss lines, a cleaning plan and P50/P90.

Is there one UAE solar grid code?
No. Dubai, Abu Dhabi and the other emirates’ utilities each set their own rules. Confirm the authority before you start the design.
What soiling loss should I use in the UAE?
There is no safe default. Published Gulf studies vary widely. Use site data where possible and tie the figure to a cleaning schedule.
Can an overseas engineering firm submit to DEWA?
DEWA accepts submissions only from enrolled consultants or contractors. An overseas team can prepare the engineering for that enrolled party to review and submit.
Does heat really affect yield that much?
Yes. Every degree above 25°C costs power at the module’s temperature coefficient. In the worked example above, the loss at peak is 13.5%.
