A PE stamp on a solar plan set is a legal statement about who was in responsible charge of which work. To read PE stamped solar drawings well, look past the seal itself. Many installers check only that a seal is present, not what it covers or whether it is still valid.

What rules govern a PE seal?
Each state engineering board writes its own rules. Many boards base them on the NCEES Model Rules, published by the National Council of Examiners for Engineering and Surveying.
This guide quotes the NCEES Model Rules, August 2025, Section 240.20 “Seal on Documents”. It is a model, not law. Your state board’s adopted rule is what applies, and it may differ.
What does the seal itself show?
A PE seal usually shows the state of licensure, the engineer’s name, the license number and the words “Professional Engineer”. Some states add the discipline. Check your state board’s rule for the exact format.
Next to the seal, look for:
- A signature, physical or digital.
- A date of signing.
- A note on scope, if more than one engineer sealed the set.
Under Model Rule 240.20 A, the seal, signature and date go on final drawings, reports and calculations presented to a client or public agency. Preliminary documents can skip the seal only if they carry a clear “PRELIMINARY, NOT FOR CONSTRUCTION” type statement.
How to read PE stamped solar drawings sheet by sheet
Do not assume the cover seal covers the whole set. Model Rule 240.20 C says the first or title page is sealed by the engineer in responsible charge. It also says each sheet is sealed by the engineer responsible for that sheet.

When two engineers seal one document, Rule 240.20 C asks for a note under each seal that names the subject matter each one covers. A structural PE stamp on the roof sheets does not certify the single-line diagram.
How do you verify the engineer’s license?
Use the license lookup on the state engineering board’s website for the project state. Search by the name or number on the seal.
Check four fields in the result:
- Status is active, not expired or inactive.
- License type is Professional Engineer, with a discipline if the state lists one.
- Name matches the seal.
- Expiry date is after the date of signing.
Save a screenshot or PDF of the lookup with the date. It becomes part of your project record if a question comes up later.
Fast tip. A multi-state engineer holds a separate license in each state. A valid Texas license says nothing about Florida. Look up the license in the project state every time.
How do you check a digital seal and signature?
Digital sealing is now common. Model Rule 240.20 G allows three methods. They are a physical seal with handwritten signature, a digital seal with handwritten signature, or a digital seal with a digital signature.
For a digital signature, Rule 240.20 H says it must be:
- Unique to the person using it.
- Capable of verification.
- Under that person’s sole control.
- Linked to the document so that any change to the data invalidates it.
In practice, open the PDF in a reader that shows signature status. A valid signature panel names the signer and shows the document has not changed since signing. If the panel says the document was modified, ask the engineer to reissue.
Not every AHJ accepts digital seals on the same terms. Check the AHJ’s submission rules.
What happens when a sealed drawing is revised?
Model Rule 240.20 E says any revision to a sealed document must be described and dated. If someone other than the original engineer makes the revision, that engineer must also seal and sign it.

Watch out. Editing a sealed PDF, even to fix an address, can misrepresent the engineer's work. Send every change back to the engineer of record.
What does a PE seal not tell you?
A seal says the engineer took responsibility for the work. It does not promise that the AHJ will approve the set.
It also does not confirm that:
- The site survey data was accurate. The engineer works from what you supplied.
- The code edition matches the AHJ’s adoption. Check that separately with the NEC adoption by state guide.
- Unsealed sheets in the same set were reviewed.
