It is the difference between a permitting budget of $4,000 a month and one of $30,000 a month, for work that looks identical on the invoice.

One more anchor point matters for context. The plan set fee is small next to the permitting soft cost it controls. Permitting, inspection, and interconnection labor runs about $0.10 to $0.30 per watt on US residential jobs, and soft costs overall account for 60 to 65 percent of a US residential install price according to NREL benchmark analysis (NREL, 2024). On an 8 kW job, the permitting bucket alone is $800 to $2,400. The plan set is the document that determines whether that bucket stays at $800 or doubles.

What Drives Solar Plan Set Pricing

Two installers can send the same house to two different vendors and pay $350 and $1,400. Both invoices say “plan set.” The difference is six variables, and none of them are listed on most vendor price pages.

1. System type and size. A 6 kW flush mount rooftop is a template job for any experienced drafting team. A 15 kW system with three roof planes, a main panel upgrade, and a detached garage subpanel is not. Most vendors price flat up to 10 or 15 kW, then add $50 to $150 per additional kW or per additional roof plane.

2. PE stamp requirements. Roughly half of US AHJs accept an unstamped residential plan set. The rest require an electrical stamp, a structural stamp, or both. A stamp adds $400 to $1,200 per discipline because a licensed professional engineer must review and take liability for the design. 3. Structural letters and calculations. Tile roofs, older trusses, and high wind zones trigger structural review. A standalone structural engineering letter costs $250 to $600. Full racking calculations with reactions and attachment schedules cost more. Florida and coastal HVHZ jurisdictions sit at the top of this range.

4. AHJ code edition and checklist depth. The US has over 18,000 AHJs, each with its own adopted NEC edition and local amendments. A set built to NEC 2020 templates fails in an NEC 2023 jurisdiction that enforces updated rapid shutdown language under NEC 690.12. Vendors who maintain per-AHJ checklists charge more, and they earn it.

5. Battery and EV scope. Adding a battery means NEC 706 content, energy storage system listings, load calculations, and sometimes a backup loads panel diagram. Expect $200 to $600 added to the set. Our NEC 706 battery storage permit guide explains why battery sheets are a separate discipline.

6. Revision policy. This is the quiet one. Some vendors include one or two free revision rounds after AHJ comments. Others charge $50 to $150 per revision cycle. An AHJ comment letter on a cheap set with paid revisions costs more than the expensive set would have.

Field tip. Ask every vendor two questions before comparing prices: "Is a revision after AHJ comments free, and how fast do you turn it?" A vendor with free 24 hour revisions at $650 beats a $400 vendor who charges $125 per revision round and takes a week.

PE Stamps, Structural Letters, and Add-On Pricing

The stamp is where plan set pricing jumps a full tier. Understanding what you are buying prevents both overpaying and under-buying.

A PE stamp is not a drawing service. It is a licensed engineer in your project state reviewing the design, taking professional liability for it, and signing the sheets. That is why the same layout costs $450 unstamped and $1,400 stamped. The engineer’s license, insurance, and review time are the product.

Two structural notes from our delivery bench. First, Florida is the outlier state: most Florida AHJs require PE stamps on nearly every residential solar permit because of hurricane wind loads, so budget stamped pricing for any Florida volume. Second, a structural letter from an engineer who has never seen your racking system is a rejection waiting to happen. The letter must reference the actual attachment schedule and reactions, or the plans examiner will bounce it.

In-House vs Outsourced Plan Set Costs

Many installers hit 15 installs a month and ask the obvious question: should we just hire a designer? The honest answer requires fully loaded math, not salary math.

Solar Permit Solutions published a worked example in 2026: a mid-level in-house solar engineer producing 200 residential plan sets a year carries about $140,000 in loaded salary, $7,000 in software and training, and $1,500 in multi-state PE renewals, which works out to roughly $742 per plan set (Solar Permit Solutions, 2026). That figure assumes full utilization. Drop to 120 sets a year in a slow season and the per-set cost climbs past $1,200. Verdict. Below about 30 plan sets a month, outsourcing wins on cost, coverage, and resilience. Above 40 stable sets a month in one or two states, a hybrid model wins: one in-house senior designer for rush work and quality control, with an outsourced bench absorbing overflow. The worst economics sit in the middle, where one salaried designer is either swamped or idle every other month.

The Rejection Tax: Why Cheap Plan Sets Cost More

The sticker price of a plan set is the smallest part of what it costs you. The largest part is what happens when the AHJ sends it back.

A single permit rejection adds 1 to 2 weeks to the project timeline. EnergyScape estimates the all-in cost of a rejection at $2,000 to $5,000 per job once crew rescheduling, customer communication, redesign labor, and resubmission are counted, according to the figures cited by Solar Permit Solutions (2026). Run that against your own numbers: an installer doing 200 jobs a year with a 15% rejection rate burns $60,000 to $150,000 a year on rework. That is a full senior designer salary, spent producing nothing.

Watch out. A $300 plan set with a 20% rejection rate costs more per approved permit than a $700 plan set with a 4% rejection rate. Do the math on cost per approved permit, not cost per submitted set. On 100 jobs, the cheap set costs $30,000 plus roughly $50,000 in rejection damage. The expensive set costs $70,000 plus roughly $10,000 in damage. The cheap vendor just billed you $10,000 more.

The three rejection causes we see most often across US AHJs are not exotic. First, rapid shutdown language and labeling that does not match the adopted NEC edition, which is why we maintain a dedicated NEC rapid shutdown compliance reference. Second, structural attachments that do not match the site conditions the installer actually photographed. Third, load calculations that ignore the 120% rule busbar limits under NEC 705.12. Every one of these is a checklist item. A vendor who runs a per-AHJ checklist catches them before submission. A template shop does not.

This is also the “what most installers get wrong” moment. Most installers track plan set spend as a purchasing line and rejection costs as an operations line, in two different budgets. Nobody owns the combined number, so the cheapest vendor keeps winning the purchase order while operations eats the damage. Put both numbers in one spreadsheet for one quarter. The vendor decision usually reverses itself.

Scope per sheet, not per set

Ask for the sheet list at the quoted price. A real permit-ready set includes a cover sheet, site plan, array layout, electrical single or three line diagram, load calculations, labels and placards, attachment detail, and BOM. If the quote covers four sheets, it is a drafting set wearing a permit set price tag.

Stamp status in writing

Confirm whether the price includes an electrical stamp, a structural stamp, or neither, and which states the vendor's PEs are licensed in. "Stamping available" without a state list means your project state may not be covered.

First-pass approval rate, by AHJ

Ask for the vendor's first-pass approval rate in your three highest-volume jurisdictions. A vendor who tracks this number will answer. A vendor who does not track it is telling you something. Multiply their rate by your rejection cost per job to get the true price.

Revision SLA in hours

Get the revision turnaround in writing: how many hours from AHJ comment letter to corrected set, and how many rounds are free. 24 to 48 hours with free revisions is the market standard for a serious vendor.

Apply it this week: take your last five plan set invoices, score each vendor on these four points, and compute cost per approved permit for each. The cheapest invoice and the cheapest outcome are rarely the same vendor.

SolarAPP+ and Instant Permitting: What It Does to Pricing

SolarAPP+ is the automated permit review platform developed with NREL. It runs code compliance checks on standardized residential designs and issues instant permits in participating jurisdictions. As of December 2025, SolarAPP+ was active in more than 520 jurisdictions across 17 states, according to SolarAPP Foundation figures (2025). NREL’s pilot analysis found SolarAPP+ cut permit review time from about seven days to under one day, and projects were installed and inspected roughly 12 days faster (Sunrun filing citing NREL pilot results, 2022). Instant permitting changes the pricing conversation in two ways. First, it raises the value of a clean, standardized plan set. SolarAPP+ checks designs against NEC, IBC, and IRC requirements automatically. A set with sloppy inputs fails the automated check just as surely as it fails a human reviewer, and you lose the instant pathway entirely. Second, it compresses turnaround expectations. When the AHJ issues the permit the same day, a 10 business day plan set vendor becomes your new bottleneck. In SolarAPP+ jurisdictions, pay for speed and standardization, and skip the PE stamp where the platform does not require it.

Note also that AHJ permit fees are separate from plan set pricing, and they are capped in some states. California, for example, limits residential solar permit fees, and current fee schedules sit near $450 for systems of 15 kW or less (City of Murrieta fee schedule, 2025). Do not let any vendor blur their design fee and the city’s permit fee into one line. You should always know which dollars go to the AHJ.

Plan set pricing is not national. The same 8 kW rooftop job prices differently depending on which state’s code, stamp rules, and AHJ density your project sits in. Four patterns from our US delivery work:

California deserves a specific note. It is the largest residential market, and its plan sets are among the most demanding: NEC 2023, Title 24 energy documentation on new construction, NEM 3.0 battery pairing on most new systems, and AHJ fee caps that keep permit fees near $450 for systems up to 15 kW (City of Murrieta fee schedule, 2025). A California-ready vendor charges more per set, and a vendor who prices California like Ohio will hand you rejections.

The practical budgeting rule: build your plan set budget per state, not per company. If 60% of your volume is Florida and 40% is Arizona, your blended plan set cost should sit near $1,100, not $600. Installers who budget one national number discover the gap in their worst permitting month.
