Three separate clocks make up the total wait, and most people blend them together:

  1. The building permit. The local authority having jurisdiction, or AHJ, reviews your plan set for code compliance. This ranges from instant (SolarAPP+) to 6 weeks in backlogged counties.

When a customer asks “how long until my solar is on,” the correct answer combines all three. A job in a fast SolarAPP+ city with a responsive utility can go from signed contract to PTO in 4 to 6 weeks. The same job in a slow county with a congested utility queue can take 4 to 6 months.

Where does this permit timeline data come from?

Most permit-timeline numbers on the internet are anecdotes. The figures in this post come from four published datasets, and you should know the strengths and limits of each before quoting them.

NREL SolarTRACE. The Solar Time-based Residential Analytics and Cycle time Estimator is the national reference. According to NREL’s SolarTRACE viewer, the medians come from more than 200,000 residential rooftop PV projects. Mid-size and large installers reported the data, covering roughly 17 to 29 percent of US installs for the years shown. SolarTRACE reports median permit, inspection, and interconnection timelines for individual AHJs and utilities. The underlying records are published in the DOE Solar PII Cycletimes dataset on data.gov.

NREL SolarAPP+ performance reviews. NREL publishes annual data on its automated permitting platform. The 2023 performance review of 2022 data found SolarAPP+ communities processed more than 11,000 permits. They eliminated more than 134,000 days of delay that year. The 2024 update covering 2023 data showed SolarAPP+ projects finished the full permit-to-inspected cycle about 14.5 business days faster. That is a 31 percent reduction, and it eliminated more than 150,000 business days of delay in one year.

PIRG Red Tape report (2025). The Public Interest Research Group’s 2025 study of residential solar permitting surveyed jurisdictions, installers, and cancellation data. It documents that the 211 jurisdictions that had adopted SolarAPP+ cut average permit processing time to essentially zero, and quantifies cancellation losses from slow permitting.

City and county open-data portals. Large AHJs including Los Angeles, San Diego, Houston, Austin, and Phoenix publish permit records through open-data portals. These let you compute median review times for specific permit types. The data is raw and needs cleaning, but it is the only source that covers AHJs too small for SolarTRACE’s 10-project minimum.

One caveat applies to all four sources: medians hide tails. A median of 15 days can coexist with 10 percent of jobs taking 60 days. Plan your pipeline around the tail, not the median.

The most complete state-level aggregation available today comes from Solar Permit Solutions, which analyzed NREL SolarTRACE data covering more than 700,000 residential installations. First, the spread between fastest and slowest states is roughly 2.5x, which means your crew scheduling model cannot use one national number. Second, Texas’s fast average partly reflects the hundreds of Texas jurisdictions that require no residential solar permit at all, per PIRG (2025). Third, state averages hide city-level variance of the same magnitude. California at 29 days includes same-day SolarAPP+ cities and 6-week rural counties.

Field tip. Build your sales quote timeline from the AHJ median on SolarTRACE, not the state average. Then add a 2-week buffer for the tail. Customers forgive a realistic 8-week quote. They do not forgive a 4-week quote that slips twice.

How fast are the biggest AHJs and cities?

City-level data is where permit planning gets real, because your jobs live in specific AHJs. Two patterns dominate the city data.

Pattern one: SolarAPP+ cities run at zero to 2 days. Tucson, Arizona cut its average permit review time from about 20 business days to zero after adopting SolarAPP+, according to PIRG (2025). More than 160 communities had adopted the platform by early 2024 and had approved nearly 33,000 projects through it, per PV Magazine USA (2024). PIRG (2025) counts 211 adopting jurisdictions. Pattern two: big-city portals run 2 to 6 weeks for manual review. Large AHJs with their own online portals but no automated review fall in this group. That includes Los Angeles, San Diego, Houston, Chicago, and New York City. Their published service targets and open-data records typically show residential solar review windows of 2 to 6 weeks.

What actually drives the variance between 1 day and 60 days?

The single biggest factor is automated review. After that, seven variables explain almost all of the remaining spread.

  1. SolarAPP+ adoption. Instant permitting removes the review queue entirely for standard residential systems. This is the difference between Tucson’s zero days and a neighboring county’s 3 weeks.
  2. Online portal versus paper. AHJs that accept digital submittals with online status tracking consistently beat paper-and-mail jurisdictions by 1 to 3 weeks, because nothing sits in a mailroom.
  3. AHJ staffing and backlog. Permit reviewers are generalists who also review additions, decks, and commercial buildouts. Construction booms flood the same queue your solar job sits in.
  4. Code edition and local amendments. AHJs on NEC 2023 with clean local amendments review faster than jurisdictions mid-transition, where reviewers apply mixed standards and ask more questions.

What do slow permits actually cost an installer?

Permit delay is not an inconvenience. It is a line item with a dollar figure, and the published numbers are ugly.

PIRG’s 2025 Red Tape report analyzed more than 11,000 Texas permit applications filed between April 2022 and March 2023. 25 percent of those projects were canceled after the permit application was submitted and before approval. The report estimates sunk costs of up to $5,000 per canceled project, covering site visits, design work, and application labor. Permitting delays were the largest source of project cancellations in a 2021 national survey of solar companies cited in the same report.

The biggest myth about solar permit timelines

The myth: the AHJ is the bottleneck, so nothing can be done. The data says otherwise.

In SolarTRACE AHJ-level medians, the permit review itself is frequently the shortest of the three major stages. Utility interconnection and post-install inspection-plus-PTO commonly take longer. And within the permit stage, the long tail is dominated by correction cycles, not slow reviewers. A plan set that bounces twice can add 4 to 6 weeks. The reviewer may spend only a few hours on it in total.

The contrarian reading of the Tucson case makes the same point. Tucson did not hire faster reviewers. It removed the review from the critical path for standard systems by adopting SolarAPP+. The lesson for an installer is parallel: remove yourself from the rejection cycle by submitting plan sets that do not bounce. In SolarAPP+ jurisdictions, NREL found permitted projects were also about 29 percent less likely to fail inspection, which means design quality compounds through every stage.

A second myth worth killing: “California is the slowest state.” The aggregated SolarTRACE data says the opposite. California’s combined permit and interconnection median of about 29 days puts it in the fastest five states, per Solar Permit Solutions (2025). The reasons are SolarAPP+ mandates and mature utility processes. The slowest timelines cluster in states with fragmented, paper-based small jurisdictions. Verdict. You cannot control the review queue, and lobbying your AHJ is a slow game. You can control submittal quality, parallel interconnection filing, and correction turnaround. Those three levers routinely cut 10 to 20 days without any policy change.

How to cut 10 to 20 days off your permit timeline
